"Commercial" Paper Wallcover Cleaner

2 cups flour
1 1/4 cups water
4 teaspoons baking soda
2 1/2 tablespoons ammonia

Mix well in the top of a double boiler over 2 cups of boiling water. Cook, covered, on low heat for 90 minutes; cool. Rub onto soiled surface; brush off.
